Consultation

Public consultation is an important part of the environmental assessment process. We encourage everyone who has an interest in this project to provide input. Consultation provides opportunities for two-way communication between the Project Team and interested stakeholders and enables the identification of potentially significant matters early in the decision making process.
 

Various forms of consultation will take place throughout this study including two Public Information Centres (PIC), updates to the project website, newspaper advertisements and public review of the Environmental Study Report (ESR).

The County of Essex (County) is undertaking a Municipal Class Environmental Assessment (EA) study to assess corridor improvement alternatives for County Road 20, from Kratz Sideroad, in the Town of Kingsville, to Sherk Street, in the Municipality of Leamington. The approximate boundary of the Study Area is shown below.

 

The County of Essex (County) is undertaking a Municipal Class Environmental Assessment (EA) study to assess corridor improvement alternatives for County Road 20, from Kratz Sideroad, in the Town of Kingsville, to Sherk Street, in the Municipality of Leamington. The approximate boundary of the Study Area is shown below.

 

The study will be completed in accordance with the planning and design process for Schedule C projects of the Municipal Class Environmental Assessment (October 2000, amended in 2007 & 2011), under the Ontario Environmental Assessment Act.

 

The EA will consider work previously completed by the County, including the Essex Windsor Regional Transportation Master Plan (2005), which identified the need for improvements to County Road 20 based on population growth projections and future traffic needs. The need for improvements will be reviewed based on existing conditions and future needs within the study area. The EA will involve developing and evaluating alternative solutions and designs for the reconstruction of County Road 20 and selecting a preferred design. The design may include multi-use trails and operational improvements. The evaluation of alternatives will take many factors into consideration, including operational improvements and the desire for active transportation facilities within the project limits.  Upon completion of the study, an Environmental Study Report documenting the process will be available for a 30 day public review period.

A key component of the study is consultation with interested stakeholders (public and agencies) and input during the planning process is encouraged.  The first Public Information Centre (PIC) will be held in spring 2016 to present the issues impacting the project (problems/opportunities) and alternative solutions. Advanced notification of the PIC will be provided via a similar advertisement.

 

Under the Municipal Freedom of Information and Protection of Privacy Act and the Ontario Environmental Assessment Act, with the exception of personal information, all comments will become part of the public record and will be released, to any person if requested.  Comments and information received will be maintained on file for use during the project and may be included in project documentation.

The County is making preliminary study material and plans available for public review at the upcoming Public Information Centre (PIC) on Tuesday, November 15, 2016 at the Kingsville Arena Complex located at 1741 Jasperson Road in Kingsville from 3:00 p.m. to 8:00 p.m. (see map inset for the location of the PIC).

The purpose of this PIC is to review information on the study process, background information and studies that have identified the need for improvements and to obtain input from the public on the recommended alternative solutions to address the problems and opportunities identified in the study area.

The project team has reviewed the comments received during, and following, Public Meeting #1 and prepared a summary report. The report is available for download below.

Additional Alternative Solutions 7 & 8

The Class EA process requires the identification and evaluation of Alternative Solutions to address the problems and opportunities identified in the Study Area. As a result, several alternatives (6 in total) were identified, evaluated and presented to the public during the first Public Information Centre (PIC) in November 2016 including the following:

Alternative 1: Status Quo/Do Nothing

Alternative 2: Improve Other Roads within the Network

Alternative 3: Implement Transportation Demand Management Measures

Alternative 4: Intersection Operational Improvements with the Interim Active Transportation Facilities

Alternative 5: Intersection Operational Improvements with Ultimate Active Transportation Facilities

Alternative 6: Intersection Operational Improvements with a Continuous Two Way Left Turning Lane and Ultimate Active Transportation Facilities

As a result of comments received during and following the first PIC, two additional alternatives were developed that include intermittent two-way left-turn lanes, intersection improvements, coupled with interim (or ultimate) active transportation facility.  The alternatives are titled as follows:

Based on input received at the first Public Information Centre (PIC) (held in November 2016), two new alternative solutions were developed and evaluated. The County will present the additional alternatives, the evaluation of alternatives and the recommended preferred design option for the improvement of County Road 20.

 

The County is making preliminary study material and plans available for public review at the upcoming PIC on Thursday, August 17, 2017 in the front foyer of the Leamington Kinsmen Recreation Complex located at 249 Sherk Street in Leamington from 3:00 p.m. to 8:00 p.m.
